PROFESSIONAL PROFILE
Governance, Regulation & Institutional Resilience
Andra's work brings together institutional governance, regulatory analysis and applied research across AI and cybersecurity.
Her focus is not technology in isolation, but the institutional arrangements that determine who is accountable, how governance and regulatory expectations are implemented, what evidence supports effective oversight and how essential functions can be maintained under technological disruption or uncertainty.
Through research, advisory work and methodology development, she examines the relationship between governance, institutional capability and resilience in increasingly technology-dependent environments.
Her work connects academic inquiry with the practical challenges faced by public and private institutions responsible for governing complex technological systems.
RESEARCH & PROFESSIONAL FOCUS

CORE RESEARCH AREAS
Four Connected Areas. One Institutional Focus.
RESEARCH SPECIALISATION

01
Cybersecurity Governance & Cyber Resilience
Cyber Governance · Regulation · Institutional & Operational Resilience
Examining how cybersecurity governance, regulatory frameworks and organisational capabilities shape effective cyber resilience.
This research focuses on the relationship between institutional decision-making, regulatory implementation, technological interdependencies and the capacity to respond and adapt under disruption.

02
AI Governance & Institutional Accountability
AI Governance · Institutional Legitimacy · Accountability · Trust
Investigating how institutions govern AI-supported decisions, establish responsibility and develop credible oversight arrangements.
The research examines how institutional coordination, regulatory frameworks and governance practices contribute to accountability, legitimacy and justified trust in AI-enabled systems.

03
AI Assurance & Institutional Dependency
AI Assurance · Human Oversight · Technological Dependency · Continuity
Exploring how institutions can identify critical AI dependencies, assess the effectiveness of oversight arrangements and maintain essential functions when the reliability of AI systems becomes uncertain.
This work connects governance evidence, intervention authority, operational continuity and the assessment of institutional AI capabilities.

04
Governance Assessment & Institutional Capability
Evidence-Led Evaluation · Governance Effectiveness · Institutional Resilience
Developing research-informed approaches to examining whether governance arrangements, accountability mechanisms and organisational capabilities function effectively in practice.
This cross-cutting area connects regulatory analysis, institutional assessment and assurance methodologies, moving beyond documented compliance towards evidence of governance effectiveness.

ACADEMIC & RESEARCH PROFILE
ACADEMIC & RESEARCH PROFILE
Research at the Intersection of Governance, Regulation & Technology
Andra's academic background spans Political Science and Public Administration, Law, and Strategic Studies and International Security.
Her doctoral research at the National University of Distance Education (UNED), Spain, examines how governance, regulation and organisational capabilities shape cyber resilience in the UK financial sector.
Building on this foundation, her wider research extends to AI governance, institutional legitimacy, technological dependency, accountability and evidence-based assurance.
A central question across her work is how institutions move beyond formal compliance to demonstrate effective governance, accountable decision-making and resilience in practice.
This perspective connects her research on cyber resilience with the emerging challenges of governing and assuring increasingly autonomous and interconnected technological systems.

FEATURED BOOK PROJECT
Auditing AI Systems
Governance, Risk, and Assurance Across Internal and External Environments
Book in progress — CRC Press / Taylor & Francis
The book develops an integrated approach to auditing AI systems, connecting institutional governance, regulatory expectations, risk, accountability and assurance across internally developed and externally provided AI environments.
It examines how organisations can evaluate AI-related responsibilities, assess governance and control arrangements, address technological dependencies and establish meaningful oversight throughout the AI lifecycle.
Combining regulatory analysis with a structured audit methodology, the work aims to support evidence-based assessment and institutional accountability in increasingly complex AI environments.

WHAT DRIVES MY WORK
PRINCIPLES & PERSPECTIVE
Independent Thinking. Rigorous Work. Meaningful Contribution.

Intellectual Independence
I believe that sound judgement begins with the willingness to question assumptions, consider different perspectives and examine evidence before reaching conclusions.
Research Integrity
I value methodological clarity, intellectual honesty and the responsibility to distinguish what is demonstrated from what remains uncertain.

Perseverance & Commitment
I believe worthwhile work deserves persistence, thoughtful attention and the determination to pursue the strongest defensible outcome, particularly when the questions are complex and the answers are not immediate.
Responsibility to Others
I approach every collaboration with respect, care and a genuine commitment to understanding what is needed and contributing work that is useful, credible and responsibly developed.

Long-Term Perspective
I am interested not only in how institutions respond to today's technological challenges, but also in the dependencies, responsibilities and consequences they may face tomorrow.

BEYOND RESEARCH
A PERSONAL PERSPECTIVE
Beyond my professional work, I have a deep appreciation for nature, animals and the relationship between human progress and the environment.
I believe in the importance of cleaner energy, environmental responsibility and animal welfare. I also care about initiatives supporting children affected by cancer and the scientific research dedicated to improving treatments and outcomes.
These interests reflect a broader conviction that knowledge, innovation and progress should be accompanied by responsibility and genuine concern for others.
I value the possibility of bringing together intellectual curiosity, personal commitment and the things that matter to me beyond professional life.
For me, meaningful work is not defined by achievement alone, but also by the care, integrity and sense of purpose with which it is undertaken.

NATURE & ENVIRONMENT
Nature has always been a source of balance, inspiration and perspective for me. I deeply value its beauty and believe in the importance of protecting the natural world.

ANIMAL WELFARE
Animals have always held a special place in my life. I believe compassion, respect and responsibility should guide the way we care for them and share our world.

CHILDREN & HEALTH
I care deeply about supporting children affected by cancer and the scientific research dedicated to improving treatments, care and opportunities for a healthier future.
